Be Smart Buying Green
We are seeing a number of companies looking into promoting Green Initiatives. We caution you to make sure you fully understand what you are committing to and the value you will receive in return.
For example, a number of our residents have asked for a modification to install a solar water heater. Looking into this matter a little more, we learned that a local company is marketing a solar water heater for $8000. There are a number of cash incentives, federal tax dollar credits, and other incentives such as rebates from utility companies which can reduce this price, however it is not free. If you do not pay cash, make sure you understand the financing terms that you are committing to. This solar water heating program is not free and may cost you as much as an additional $100/month.
When approached about solar initiatives, consider the offset to your utility bill. You need to evaluate in terms of your total monthly electric/gas bill and the value you will receive—what you are paying for the solar product versus what savings you may have from the electric bill. For instance, if you are promised a $100 credit monthly on your electric bill, but you are only paying $150 monthly to your utility company because of energy conservation actions you are already taking, does it really make sense that you could really achieve these savings on that product? In the case of an electric water heater, the Progress Energy’s Home Energy Appliance Calculator estimates that a water heater serving two people uses approximately $21 per month in electric usage. Also consider, what your payback timeframe for the loan you sign? Does it make sense if you have to finance the product over 10 years or more at a high interest rate? What is your monthly payment to do so? You should consider the rebates received up front and offered through taxes and other programs such as your utility company. Do you pay enough in federal income taxes to receive the full energy credit through your Federal Income Tax Return?
Bottom line, going green is a great idea. However, make sure you understand the true financial impact--what it is costing, including financing costs and monthly payments, how long to pay off the loan, offset by what benefits you are receiving, over that loan period. Ask yourself, “does it make sense for my circumstances over both the near and longer term”.

Sally Collins has been named Director of Golf for On Top of the World Communities
Sally, as Director of Golf for On Top of the World Communities, will oversee golf operations at the semi-private Candler Hills Golf Club and the two private golf courses: The Links and The Tortoise & The Hare. We are very proud to have Sally lead our golf operations and look forward to her bringing her vision and direction to our organization. Sally is an LPGA Teaching and Club Professional member and has been a member of our team for the past three years serving as Head Golf Professional and Director of Instruction.

The Tortoise and Hare golf course will be closed from Monday May18th through Thursday May 21st for the application of a plant fumigant—Curfew. This product is labeled for the control of plant parasitic Nematodes on golf course turf. Although Curfew is not harmful to humans, it is very important that you do not enter the treated areas until the 48-hour window has expired.
For your safety, please do not enter the golf course premises until it reopens on Friday, May 22nd.
Q: What are they doing to the golf course?
A: We are applying Curfew soil fumigant to the course to control a troublesome pest called Nematodes.
Q: What is a “Nematode”?
A: A Nematode is a microscopic transparent roundworm that lives within the roots and tissue of a turfgrass plant. It feeds on the turfgrass by sucking out the contents of the cell structure. Uncontrolled, a Nematode can leave bare areas, thin and weak turf and an overall poor playing surface for golfers. Nematodes are not harmful to people or pets.
Q: How long will the course be “torn up”?
A: The golf course should recover within 48 hours after the application. Turf quality should drastically improve within 7 days.
Q: Who is doing the work?
A: Only EPA approved and licensed applicators can apply Curfew.
Q: Is it harmful to humans or pets?
A: The application method of Curfew applies it deep into the soil, so it will not come into contact with people or pets. However, it is still important not to enter a treated area for 48 hours after the application. Prolonged exposure may be harmful.
Q: What is that smell?
A: The odor is from an application of Curfew. Curfew is a soil-injected plant fumigant that controls plant parasitic Nematodes. The smell should dissipate within 24-48 hours.
Q: Do I need to stay indoors during the application?
A: No. It is not necessary to remain indoors. Applicators are trained to properly apply the product and it is not applied within 30 feet of an occupied structure.

If you have seen the yellowing spots in your grass, you are not alone. Tissue samples were taken in the community and sent to University of Florida’s Rapid Turf Diagnosis Department. The problem is multi-faceted and caused by favorable environmental factors like temperatures below 80 degrees, high moisture from the early fall and spring rains, potentially improper cultural practices—fertilization, mowing practices, and over watering. The diseases that were found in the sample are Brown Patch Fungus, Pythium and Take All Root Rot. The good news is…all of these are controllable and/or preventable.
The university recommends using T-storm for the Brown Patch and Take All Root Rot and the Pythium needs to be treated with Subdue Maxx or products with similar active ingredients. Application should be made in accordance with labeling.
To help with control, residents should reduce watering to once per week (if they are not there already) and raise mowing heights. Areas that are infected should be mowed last to keep from spreading the disease. Watch for more details in Phillip Hisey’s upcoming World News Article in June, “Keeping It Green.”

Water Restrictions Continue
Per the Southwest Florida Water Management website, “smart irrigation is especially important this year, because Marion County is suffering drought conditions, according to several indicators used by water resource professionals. One of them, the U.S. Drought Monitor, characterizes conditions in Marion County as “abnormally dry” in the southeastern half of the County to “moderate drought” in the northeastern half of the County.”
To help conserve and protect our water resources, the Marion County Board of County Commissioners has adopted a Water
Conservation Ordinance for landscape irrigation that includes restrictions. Lawn and landscape watering for homes and businesses currently is limited to one day per week.
Please continue once per week watering according to the posted restriction schedule.

CONSTRUCTION UPDATE: DRYWALL
We are well aware of the media reporting of defective, imported drywall. On Top of the World Communities wishes to assure its residents that we have investigated this matter, spoken with our suppliers and subcontractors and determined to the best of our knowledge that no foreign-source drywall was utilized in the construction of homes in On Top of the World, Candler Hills, and Indigo East. Although production did become hectic in 2004-05 and into 2006, we were able to maintain stable supplies of drywall manufactured in the USA.

The 2009 Ocala Open ended with Danny Ellis of Heathrow, FL winning by 3 strokes ahead of runner-up Nick Lindheim of Melbourne, FL. Ellis previously played in the PGA and Nationwide events winning over $1.6 million dollars in career earnings. Ellis praised the condition of the golf course and the hospitality offered to him and his fellow competitors. “In mini-tour standards, this is by far the best run tournament I have ever played in. I will definitely return next year to defend my title.” Many of the 126 professional golfers offered the same praise for the efforts of the more than 150 volunteers and planning committee members afforded them. The benefiting charities of the 2009 Ocala Open were Interfaith Emergency Services of Ocala and the Marion County American Heart Association’s Go Red for Women. Each of these special charities received $20,000 in support of making a difference in our beautiful community.

Another freeze is expected Friday night with temperatures in the upper twenties. With the cold snaps we have had this winter, homeowners may want to take steps to avoid freeze damage to the backflow preventers. The backflow preventer is a brass device located on the outside of the home typically on the same side of the house as the irrigation controller near the irrigation control valves.
To protect your backflow, first try and shut the water off to the backflow by using the handle located on the device at the lowest point. Secondly, turn on an irrigation zone to try and depressurize the irrigation system. Thirdly, and most important, you want to use a blanket to wrap the back flow insulating it from the cold.

Intersection of SW 80th Street and SW 80th Avenue
The traffic engineering office of Marion County called and asked that a warrant analysis be performed based on the recent number of accidents and the increasing volume of complaints about the intersection.
Many of our residents have inquired about a traffic signal being installed at SW 80th Street and SW 80th Avenue. A traffic consultant, at the request of Marion County, has been hired to initiate a traffic study for that intersection. Depending on the data derived from traffic counts, there may not be adequate signal warrant requirements to justify a signal at this time. These requirements are found in the Manual of Uniform Traffic Control Devices published by the US Department of Transportation / Federal Highway Administration, and they dictate whether a traffic signal will be installed or left in operation. Per the manual, a traffic control signal should not be installed unless one or more of the signal warrants are met. Even then, an engineering study is required and must indicate the installation of a traffic signal will improve the overall safety and/or operation of the intersection. There are 11 Warrants to analyze and include the following: Vehicular Volume; Pedestrian Volume; Accident Experience; School Crossings; Peak Hour Delay; Peak Hour Volume; Interruption of Continuous Traffic, a Combination of Warrants, etc. We will keep you updated as the study progresses.

Safety Tips for Walkers, Joggers, and Drivers:
A number of residents have asked me to remind walkers to remember to wear light clothing when walking before dawn or after dusk. Shorter winter days force many to run and walk in the dark. Below are some tips taken from the web on how to run and walk safely when it is dark outside and safety tips for seeing and being seen. These tips apply to bicyclists as well as pedestrians.
To see, simply carry a flashlight. Particularly when running, most people don’t want to carry the extra weight. Modern LED flashlights or small Mag light flashlights are more compact for the amount of light they provide.
Runners need to be seen and should wear reflective clothing. First, avoid dark colored clothing. Light colors reflect more light. Light colored clothing is a good start but modern, highly reflective clothing that is designed for maximum nighttime visibility is much better. There are several high tech reflectivity options: Buy reflective tape that is designed to reflect light back to its source. Apply this tape liberally to your exercise clothing. Drivers from any direction will see the bright strips. Wear a reflective safety vest, similar to those worn by highway workers. It can be worn over exercise clothing to allow drivers to see a bright human outline. It can be worn with any exercise outfit and does not require modifying your clothing. Many sports clothing companies sell exercise apparel made of highly reflective fabrics. Adding LED safety lights with any of these options will increase your visibility.
If you are operating your golf cart before dawn or after dusk, remember you must have, at a minimum, a windshield, headlights, turn signals, and brake lights. The Marion County Ordinance mandates these items to operate before sunrise and after sunset.
As you are out driving or walking in the early morning or early evening hours please be aware of traffic, whether it is foot traffic or other vehicles. The sun can be blinding at these times and we may not see walkers or bicyclists. So, please drive safely and watch out for others sharing the roadways. Walkers and bicyclists should wear appropriate colored clothing for time of day and may want to consider safety reflective vests.
Don’t let winter’s early darkness disrupt your walking, running, or bicycling, but please take the proper precautions.

99th St. Road Construction/Golf Cart Striping
The 99th St. Rd. entrance will be under going road construction for approximately two weeks barring bad weather. The project is slated for October 6th – 17th. On October 13th and 15th one outgoing lane will be closed and October 14th and 16th one incoming lane will be closed. While we are under going road construction and whenever convenient, please use the Candler or the 90th Street gate to avoid delays during this time. Yalaha Bakery 2 coming to Circle Square Commons
We are pleased to announce that Yalaha Bakery 2 is coming to Circle Square Commons. On Tuesday, July 1st, Sid’s was closed to make way for Yalaha to move in. Yalaha should be open for business one month from now. Please stay tuned in the coming weeks for Yalaha’s menu that will include breakfast and lunch items in addition to their already famous breads, pastries, coffees and much more. We thank you for your past patronage to Sid’s Coffee Shop and welcome Yalaha Bakery 2 to Circle Square Commons.

Water Restrictions Extended until September 30, 2008
In its June 24, 2008 meeting, the Governing Board for the Southwest Florida Water Management District (SWFWMD) passed the fourth Board Order Modifying Water Shortage Order SWF 07-02 extending the modified Phase II (Severe Water Shortage) restrictions through September 30, 2008. A water shortage was originally declared on January 9, 2007. Please continue once per week watering according to the posted restriction schedule. For more information you may visit SWFWMD website

• Addresses ending in 0 will water on Mondays at 4:00 a.m.
• Addresses ending in 1 will water on Mondays at 10:00 p.m.
• Addresses ending in 2 will water on Tuesdays at 10:00 p.m.
• Addresses ending in 3 will water on Tuesdays at 1:00 a.m.
• Addresses ending in 4 will water on Wednesdays at 1:00 a.m.

Someone is calling claiming to be with the Marion County Sheriff's Office asking for a donation for the Narcotics Abuse Awareness Education Fund. The caller may identify himself as Paul Boros. THIS CALL IS A FRAUD! Hang up and call 732-9111 to report the event.

Construction Gate - 90th Street - Temporary Closure
The Construction Gate at 90th St. will be closed May 5th and 6th due to road construction. It will reopen May 7th. Large vehicles will be rerouted through the Candler Gate during this time.

URGENT! PLEASE READ!
Marion County Detectives are looking for a suspect who is targeting elderly persons in a financial fraud scandal. The unknown man calls the residence claiming to be a Wachovia Bank representative and requests assistance in the investigation of an employee at Wachovia responsible for financial fraud. The caller instructs the victim to withdraw several thousand dollars and meet him busy commercial location such as the Wal-Mart Super Center on HWY 200. One resident did indeed withdraw the instructed amount and proceeded to the shopping area, however became suspicious after the alleged bank representative did not show up. She then called authorities and found out this was a scheme. Another resident became a victim because the caller showed up and took the money. Don't be duped, call the Detective Bureau at 732-9111 or Crime Stoppers at 368-STOP should you be suspicious of fraudulent behavior.

First Farmer’s Market kicks off at The Town Square
Many residents came out and enjoyed the excitement of the opening of The Town Square and mentioned the great opportunity to meet people, mingle and listen to the music. The colorful painted carts and umbrellas added a special touch and the square opening was official. As predicted, Yalaha Country Bakery was a huge success and sold out of every item early in the morning.

BEWARE - Potential Deed Scam
Many residents may be receiving letters from an organization called Fast Deeds stating that property owners should have a certified copy of their deed. Our residents should be wary of this communication as our buyers receive the original recorded warranty deed approximately one month after closing. The recorded deed is also part of the Clerk of the Court's records which may be viewed on the Marion County Clerk of the Court website.
